The video is fourteen seconds long. The man who fired the shots is the man who filmed them.

By the time it reached a phone on Greene Street, in downtown Manhattan at four in the morning, it had been screen-recorded off a repost of a repost. Millions watched it on Instagram and Youtube. The recording ends before the only fact that matters is determined. The man on the sidewalk was an I.C.E Officer.

In April 2025, the Manhattan District Attorney unsealed two indictments against rival crews in East Harlem: 176 overt acts, and responsibility for half the shootings in a single precinct over six months. Read the filings closely and something becomes clear. There is no empire here. Nobody is getting rich. The currency is attention. A destroyed memorial wreath, photographed and posted. A taunt sent at 11:54 at night. A shooting announced on Instagram before the police announce it. Teenagers are killing each other for the record of it, and the record is the point.

CLOUT braids that reporting with the story of Ethan Marlowe, a twenty-one-year-old journalism student who has spent seven months earning the trust of a young man from the Bronx named Max. When the fourteen seconds land on Marlowe's phone, he understands two things at once: the video moved through networks Max grew up in, and the answer to what the recording leaves out will not come from any document. It will come from people. Getting it will cost every relationship he has, and it will teach him what the apparatus does to everything it touches, including the people who write about it.

Drawn from court documents, police reports, and interviews, CLOUT is an unflinching account of a city where violence is content, grief is territory, and a phone is the most dangerous thing on the block.
