Bislang existiert keine systematische Analyse dieser Top-Down-Dimension der europäischen Integration. Diese Lücke wird mit diesem Buch geschlossen. §Die Studie bietet eine allgemeine Analyse der Umsetzungsprobleme europäischer Entscheidungen in einer föderalismustheoretischen, interdisziplinären Perspektive. Sie verknüpft rechts- mit sozialwissenschaftlicher Analyse. Sie ist zugleich länder- und zeitvergleichend aufgebaut und beruht nicht auf einer Fallstudienmethodik, sondern erfasst das Problem in einer Makroperspektive.§Es wird neues empirisches Material dargestellt, das so bislang in keiner sozialwissenschaftlichen Studie enthalten ist.
