Untersucht wird, wie die Europäische Union die Demokratie in den zentralasiatischen Staaten fördert und von welchen Faktoren abhängt, wie sie dabei vorgeht. Dabei werden die Instrumente der Demokratieförderung systematisiert und hinsichtlich ihres unterstützenden oder fordernden Charakters beurteilt. Die Erklärung der Gestaltung dieser Politik erfolgt anhand eines Analyserahmens, bei dem wirtschafts- und/oder sicherheitspolitische Interessen, normative Motivation sowohl der EU als auch ihrer Mitgliedstaaten sowie wirtschafts- und/oder sicherheitspolitische Interessen weiterer externer Akteure Berücksichtigung finden. Dabei zeigt sich, dass prinzipiell ein Einfluss normativer Motive auf die Gestaltung der Demokratieförderung festzustellen ist, wirtschafts- und/oder sicherheitspolitische Interessen sich jedoch häufig als einflussreicher erweisen. Deutlich wird insbesondere der Einfluss entsprechender Interessen der Mitgliedstaaten in diesem intergouvernementalen Politikfeld. Ein Einfluss wirtschafts- und/oder sicherheitspolitischer Interessen weiterer externer Akteure auf die Gestaltung der EU-Demokratieförderung kann im Falle der zentralasiatischen Staaten nicht nachgewiesen werden.
