Evan is about to propose to Lily during their nightly swim through the government-regulated channels of their coastal city when the skyline erupts in explosions and the bridge above them collapses. As Evan is drawn deeper into a world of genetically modified enforcers, morally compromised scientists, and volunteers who don't always survive the transformation, he has to decide how far he'll go - and what he's willing to become - to find his way back to Lily.
