Yet one structure still stands tall.

The Circulation Tower-so christened in the visionary designs of the late 2020s-rises like a blade of light above the flood.

What began as the Sopraelevata Aldo Moro, a brutal 1960s elevated highway that sliced the city from its sea for half a century, became something far greater. When the Subport Tunnel made the viaduct obsolete, a radical proposition emerged: decommission the six-kilometer concrete scar and rebirth it as a three-kilometer sky-high pedestrian spine-an urban balcony floating above the surge zone. At its heart would stand a single, monumental Circulation Tower: not just a mobility node, but a Resilience Machine.

Carbon-positive. Off-grid by design. Built to outlast the century.

Its base (0 to +6 m above mean sea level) is intentionally porous and sacrificial. Open lattice decks, bike-scooter hubs, pop-up markets, and water-gardens let the sea surge through rather than smash against walls. In calm weather the level thrums with life; when sirens wail, it yields without complaint.

At +8 to +10 meters the Civic Concourse unfurls-a grand docking platform for the elevated promenade. Cafés cascade across terraces, performance stages host midnight concerts, digital walls stream live climate data and art. This is the beating horizontal heart that stitches Porto Antico to the historic core, alive day and night.

Mid-levels (+12 to +20 m) house the knowledge engines: marine research labs tracking ocean acidification in real time, AI-powered SoonQuantum hubs monitoring urban-green-blue systems, co-working studios where Genoese innovators collide. These floors guarantee 24/7 occupation, turning seasonal tourism into constant, year-round vitality.

Higher up (+24 to +40 m) the tower becomes refuge. Wellness floors with seawater-fed hydrotherapy, cooling sanctuaries against lethal heat domes, high-altitude community shelters stocked for extended isolation. Redundant emergency stairs and bike-accessible lifts ensure no one is left behind.

Crowning it all-at +52 meters-spreads a living canopy: PV-thermal arrays, algae bioreactors, vertical biomass gardens, hydrogen storage, urban agriculture pods. The tower generates over 120% of its energy needs, exporting surplus to battered districts below. In total grid failure it sustains full refuge operations for 120 hours.

This is no ordinary building.

It is infrastructure reborn as urban life-support system.

If this were the last functioning structure after the great inundation, it would not merely shelter the survivors.
