Kulturgüter sind als unwiederbringliche Zeugnisse geistiger und geschichtlicher Entwicklung von essentiellem Wert für jede Gesellschaft. Gleichwohl ist der Kulturgüterschutz als eigenständiges Rechtsgebiet vergleichsweise jung. Kerstin Odendahl zeichnet zunächst die historische Entwicklung des Kulturgüterschutzes auf nationaler, völker- und europarechtlicher Ebene nach, um auf dieser Grundlage das heute bestehende Normensystem herauszuarbeiten. Darauf aufbauend wird untersucht, ob der Kulturgüterschutz über dogmatische Elemente verfügt, die allen Ebenen gemeinsam sind. Abschließend zeigt die Autorin Wertungswidersprüche sowie Systembrüche auf und erarbeitet systemkohärente Lösungsvorschläge. Die "ebenenübergreifende Dogmatik", exemplarisch für den Kulturgüterschutz entwickelt, beansprucht dabei als neuer wissenschaftlicher Ansatz auch für die übrigen Rechtsgebiete Geltung.
