Excerpt from Resolutions and Private Acts: Passed by the General Assembly of the State of Connecticut, May Session, 1845 Said corporation shall have power to open the ground in the streets and highways of the city of Norwich, for the pur pose of sinking or repairing the water-pipes and conduits of said company when necessity may require. Always provi ded, that the passage of travellers and of teams, carriages, 850.
