The Subcommittee on International Security, Inter national Organizations and Human Rights will come to order. Today, we are dealing with the subject of arms control and its organizational structure within our Government. We will be look ing at a variety of options. The Arms Control and Disarmament Agency is at a crossroads. Conceived by President Kennedy in 1961, and established by Congress, acda has served successive Presidents as the principal advocate of arms control solutions to the problems of national security.
