Every night at 3:17 AM, the radios in Dunargan switch themselves on.

Owen Ward repairs radios in a fading harbour town on the Irish coast - the town where, eleven years ago, his twelve-year-old daughter Clara disappeared from the shoreline and was never found.

Across the world, fourteen strangers are receiving transmissions tied to people they've lost. And somewhere above them all, institutions that have known about the signal far longer than they admit are working very hard to keep a file closed.
