Steve should have said "No" to Dave, that day he came up with his devil's offer. But Steve was so eager to get out of prison - get out from under a life sentence without the possibility of parole - he stupidly agreed to do whatever Dave wanted...not realizing what Dave wanted was to give him as a gift to the son of a Middle-Eastern Ruler.
