In diesem Buch beschäftigt sich Adrian Schiebe mit dem Stellenwert der Überhangmandate im Wahlsystem und deren Bedeutung für das politische System in Deutschland. Dabei wird der Frage nachgegangen, inwieweit Überhangmandate zwischen der Verzerrung der Wahlentscheidungen und einer möglichen Dysfunktionalität des politischen Systems zu verorten sind. Dazu wird das Wahlsystem auf die einzelnen Elemente einer Wahl hin untersucht. Um die Legitimität von Überhangmandaten zu überprüfen, werden die Wahlrechtsgrundsätze und die bis 2008 getroffenen Entscheidungen des Bundesverfassungsgerichts analysiert. Zur Überprüfung der Funktionalität verwendet Schiebe eine Kombination aus Theorie und Empirie. Dieses Buch greift auch die Akzeptanz von Überhangmandaten innerhalb des politischen Systems in Deutschland auf, dabei werden die Interessen von Wählern und Wählerinnen sowie den Parteien aufgezeigt.
