Der Begriff Weltrechtspflege beschreibt die Inanspruchnahme staatlicher Regelungsgewalt, extraterritorial begangene Straftaten ohne Beziehung zum Forumsstaat Strafgesetzen zu unterwerfen und durch staatliche Gerichte abzuurteilen. Zunächst führt Klaus Ferdinand Gärditz in die ideengeschichtliche Entwicklung des Weltrechtspflegegedankens ein. Den Hauptteil des Buches bilden eine Analyse der bisherigen Staatenpraxis, ihre völkerrechtliche Bewertung und die Integration der Weltrechtspflege in ein völkerrechtliches System staatlicher Regelungsgewalt. Hierbei werden verbreitete Deutungen der Weltrechtpflege kritisch analysiert und die bislang kaum transparenten völkerrechtlichen Grenzen des Weltrechtsprinzips identifiziert. Abschließend wird eingehend untersucht, welchen verfassungsrechtlichen Begrenzungen (Grundrechte, Nulla-poena-Satz, Rechtsstaatsprinzip) das Weltrechtsprinzip in Deutschland unterworfen ist.
